Some drastic punishment is necessary for preventing people from making public places dirty. Fine is not effective. whipping is considered inhumane. I think that the person making road and building dirty should be forced to sweep on road and building for an hour. Also, imprisonment for one day may help.

Public place cleaning depends on the people of the society.One should not spit on the road.there many garbage bins placed at the corner of the roads and parks one must throw waste in those bins.
