I think the management should impose nominal amount of fine for those who found to be guilty of spoiling public places and thereby a sense of cleanliness might arose among the people who commit these nuisance.....
Also in Malasia if you even put a piece of paper on road you will be fined immediately!!!

we have to use public places like our home where we keep our home clean and throw garbage in dustbin.

Including ourself we should teach our bysiders also to make clean our environment by not allowing them to throw garbage here n there.
