It's nice proverb that introduces us to terms like objective, overconfidence, smartness, dedication etc.

if so then why always my maths paper not get completed within the time limit.why while writing theory papers my first answer ends in 1:30 mins and the last one in 15mins.am i slower than tortoise? :(
In my opinion only steady requires in maths exam,if you go slow in exams you will not make your paper and it's big loss and in maths lots of practice required after practice maths becomes easy and time saver.

Actually, the proverb does not mean that we should be slow....but everyone is given emphasis to that factor only, forgetting the second part.
We should never take decisions in a haste, so that we may repend it later. Speed depends on each one capability.
Can we 100% determine what is speed and what is slow? Never....we just fix it at some value according each one perspective, that's all.
"Lambi race ka khoda", a similar one in Hindi. He may start slowly, that everyone neglects him at first....(Same as the case of that old tortoise). Later, gradually he attains speed and reaches the finishing point surprising everyone.
I can't do even a single thing, if I hurry....In hurry burry, I will miss something. i.e. Mistakes committed may be more.....But, if I start slowly, and do things step by step, then I reach comfortably at the goal. Everyone has different potentials and can't be compared to another person. We should work according to our capability.

I don't agree with this because cunning always wins the race not slowness or fastness

Cunning can't always win the race, Ketan. It needs proper planning also, which needs time and of course, intelligence

Being cunning or honest is just way of performance. Cunning as well as honest may be slow, fast, steady of lazy. Here we are discussing slow, fast, steady. While discussing certain matter, we have to ignore the other variables. This is in Economics called- other things remaining the same.

It depends on the distance of the race. In a short distance race a slower one would never win it. Speed is the name of the game.
