C.B.I. cannot be really totally independent. every organization which is part of state power must be under government, parliament or judiciary or a combination of these. Recently apex court remarked that CBI is caged parrot. Now government is coming with a scheme to somehow change this perception though complete autonomy for CBI is a far cry.

Yes you are right, CBI as other government agencies is very much part of government and dependent on central government for appointments, funding, infrastructure therefore cannot stay totally unbiased and that is where its working process comes under public’s scanner. It cannot be freed totally from government' clutches.

A 'lot more freedom to CBI' is not the same as Autonomy.

In fact, CBI cannot be made autonomous. Only some functional freedom is necessary for smooth work.

Yes GoM did not speak about autonomy. They gave financial powers to its directors.

They are appointing an additional director who will look after different working procedures related to government cases but will be under director general.

In a way, all spokespersons are parrots. They will speak only what their organization wants. Use of words like 'parrot' for those working in a subordinate or representative position is in bad taste and inappropriate.

Our leaders set an example for using inappropriate words ( Most of the leaders are in the same class ). You should hear the indecent language used by Telengana and Andhra leaders.
