If he is not habitual to putting things in his mouth, then you can give him some clay or special play dough to play with. While the special play dough is claimed to be child friendly and safe, if you are still apprehensive about it, you can give him the dough that you knead for making chapatis. Knead this dough slightly harder than usual and give him to play. Even if he accidentally outs it in mouth, there is no cause to worry.
Another fun activity would be to give him various utensils such as glasses in different sizes, small bowls etc, and hand him a small pail of water. Encourage him to pour water into various vessels and observe the shape that water takes. Givem him a spoon and encourage him to explore the different sounds it makes when struck on different shaped vessels. Vessels with water will produce beautiful tinkling sounds that will delight him. Encourage him to figure out which vessels fit into another, invert them over and show him how to place them over the other building stacks of the bowls or glasses. Only care you should take here is to give him vessels that are unbreakable and without any sharp edges or points. Stainless steels ones are the best ones to play with.
