It really depends on the city or town you live in, some companies have a very good network in some cities and a bad one in other cities. For me, I get very good service from BSNL and I am using it for last so many years without any problem. So one needs to survey a few companies and find which is best suited for his use.
Well, personally I have tried many services.. And from them, IDEA is giving best speed in our area (in 2G and 3G). But cost is little higher.
About cheap, go for bsnl 3g card and activate 2g plan. This will give good surfing and downloading speed on your 3g phone. Surely it will not give your 3g speed as plan is still 2g, but will give you better speed like this. Try it. ;)
Depending on the city in which you stay the speed differs. I have used BSNL broadband and it is quiet OK. Airtel service is more better than that but its performance depends on location in which you use it. So predicting which one is fastest depends on location. In city Airtel Internet is fastest compared to other services, while in rural areas BSNL is good.
I can name BSNL and then Tikona which is the cheapest broadband service provider without any need of wire. I have been using it for almost 2 years now.
