They had a test survey recently and those who got the highest points were selected as editors. You may also apply once there is vacancy for editors here.

When the admin calls for it yu have to apply and take the test which is a selection process...If you get selected you will become a moderator or a editor

Admin will conduct a survey / test every year I believe. If you are one among the top scorers, you can become an editor.
