What is Top Voter?

Can anyone please help me understand what is "Top Voter of the Day" and "Level 1/2/3 Leaders"?

leader board depends on your points and the top voter is given to those who take part in polls ( one person per day only)

Top voter is the one who answers the maximum number of poll questions for the day.
