This is not cheating any way. The organizers give the entire amount and the TDS is for Income Tax. This is common to all payments- salary, contracts, commission, professional fee, rent on buildings. In many cases, the recipient has to suffer Income tax, service tax and may be local taxes etc. All know that they have to pay tax on their income on any source including Kaun Banega Crorepati. Hence no cheating.
