You should not ignore such cheap things,when any man does. He should be punished very badly.
If you know the offender, take action and need not ignore. But when you only suspect and have no clear information, it is no use bothering. In such case, it is best to ignore.

I do not say that the known offenders be ignored. But when you are not sure of any such offence and have suspicion only, it is no use bothering about possibility of such happening in hotel etc. If there is only doubt or suspicion, ignore.
