As you mentioned laptop, it means you need to work unlike a desktop, not remaining restricted to a single place. So, battery life is what you should look for. Apart from that if you want good graphics, then a graphics card and RAM.

There are few basic thing which you should look..

RAM : Which gives your proper speed
Hard Disk spce: space is important..
Processor: Just check the processor if it is good for your own personal work
Brand: better go with popular brand's laptop..
OS : operating system.. check the os , it should be known to you..
Few other things: You also need to check some other things like if laptop having latest technology like wifi, bluetooth, webcam, etc...

This should be enough.

It's very personal matter as one may be looking for particular qualities in a laptop. One might find the features interesting while other may go for price range. For me battery backup and price both count as main points because I do not have to work technically.

Once yo decide on a laptop depending on yur budget and also brand, you have to look into the kind of service you get which is important in the long run.You can pay a little extra at the beginning so that you are guaranteed of a free service for at least 3 - 4 years..

It depends on the use of users. Generally a home user who just wants to do check emails and visit some site like boddunan and write article etc. In such case getting a laptop which is lightweight, RAM (2gb) and processor speed 2ghz is good unless he wants to invest lot of money for fancy laptops.:)
If the purpose is for doing applications such as graphics or game designing then the graphics card and processor speed and RAM capacity must be watched as the applications require more upgrades.
