There are alternative uses for everything. so whiskey has also found an alternative use. The lovers of wine may empty the vehicle tank and instead consume whiskey themselves. This may be the problem.

It can be said in other way..liquor is big industry, and many poor people gets job due to this industry, big chunk of revenue for govt is generated from liquor. intake of liquor is in one way donation to poor class
