If you want to get a bith certificate issued by municipal office there are many agents sitting outside there they will arrange everything in minutes and have it issued with in three days for a fee under 1000/ (Unofficial).
E-Seva centers are available in every city. Birth certificates are issued for Rs. 25 in a jiffy.
