It is not strong leadership that matters so much. They need to build party organization in states where they are non existent. Just tell what Modi will do in constituencies where BJP has no unit and no candidate. Can you sell anything that you do not have.

Yes in case of India the matter is different from other countries because we are a democracy although ruled by mostly with a single family, although few changes came in between but short lived. The only significant change came during BJP rule and the change was visible.
I would like to remind about emergency period when every thing ran perfectly and none dared indulge in corruption. Every government employee worked according to perfect norms set. No citizen dared go against law. We need that work culture back minus atrocities on people who dared to talk against Indira Gandhi.

Even though congress has all India existence since beginning but they did not win all states in recent years. That is good sign of democracy in our country, no party has monopoly.

But not being able to create all India structure is weakness of opposition especially BJP and the left parties. That is what makes Congress 'default programme' as Rahul Gandhi says.
