yes, you are right. If they get gap between the punishment and the crime then they will create wrong evidence and make the case more complex. So till the case get solved, the culprit will take bail and roam and even settle in life and finally he purchase people who is dealing that case. then the case get closed

Many deliberately and selfishly commit sins or frauds. They seek forgiveness of God only to give themselves a false satisfaction. Hence there is a phrase most probably coined by such persons:
To err is human, to forgive divine.
As you are human, go on with sin and crime. God's only job is to forgive.
It's really a contradictory proverb, can be added to Swetha's list

I remember a similar couplet in Hindi- Chhama badan ko chahiye, choton ko utpaat, kya hari ko ghatiyo jo bhrigu maari laat. (The elderly must pardon, the youngsters must be naughty. Hari (Lord Vishnu) lost nothing on getting kick from Bhrigu (a sage)

I feel most of the people try for easy money and finally they fix for robbing and they start performing robberies. But they will have small fear in their mind that someone may catch them, so they goto temple and request god to forgive them and they even offer some their robbed things to god.
This process even apply for other crimes too

Why should God forgive when you crime against fellow human beings. Only the aggrieved person or his close family may forgive. Seeking forgiveness from God is mockery of justice and human relations.

I think God being most kind of them all and most easily convinced they ask for his forgiveness. Others may not grant him the same as easily.
