i think prison time for the first time offence is a little too much..but he\she should be fined a big amount ..ps: nothing hurts more than money :P
There is nothing to think about first time or last time..So if you have more money you can do what you want in our country.. there is a only chance to to solve this is all offense should be punish severely.....
