Just Google it with keyword,"Remote Neural monitoring Device" and you will get details about it, how it works and most important how people are harassed by use of this device. One thing, I can say is that, this device can do anything besides accessing your dreams.
The use of this device is totally illegal and it is not limited to Defence. The device has been in use by any one Tom, Dick and Harry. Just get a security agency licence and starts using or harassing anybody. You will see street people have the access to your privacy.
Better try to Google it about the device if you have some spare time. I am not the isolated case on whom this device is used to harass, infact there are many more who faces the similar kind of harassment by the use of this device.
