I agree. You blame those in power. But now not only govt but also corporate, NGOs and others share power. Power is decentralized. You need file complaints. If you do not follow complaint mechanism, mere blaming is nothing but past time.

As an example, one of my colleagues had problem of choked drainage. He was blaming govt, corporation and what not? I asked him what he done. Nothing. He said. Is this not funny to blame Man Mohan Singh, Sonia Gandhi, Akhilesh Yadav, local M.P., local M.L.A. and who not and just sit idle. I just helped him go to U.P. govt website . A complaint was lodged. Immediately, he got a message in his cell phone assuring redress of complaint along with contact phone no. of Corporation officer. The issue was resolved within a few days.

You said it, after all it was government, local or central does not matter here, who was responsible for the cleaning of chocked drainage. If they cannot make the drains run smoothly, how would they run this country without people agitating and waking them up. By the way even drainage systems are not cleaned without we greasing their palms.
