But, I don't think it's a better idea that we people are allowed to add smileys there....if so, we will add in hundreds....Better option is let admin add some.....

Each file is stored by a file name. We can save the same smiley with two names. So, if we are adding the same smiley second time, which has another name, if never shows "Duplicate value". It will be added..... :S
That's why yes, it should be manage by admin or some moderator.. If users will allow then I am sure that box will took the whole web page.. ha ha
I know there is whole web page of smilies i have seen it and used smileys from there too but its better if they add few more to board as it tkes lesser time to add them from the boardcode. :)

Yes of course. But it may take a little more time to load forum pages :dry:
Now itself, forum pages are slow for my BSNL connection
