Before the pilgrimage travel began, there was meeting of various organization including Army, Border Roads Organization but disaster relief body was kept out. Apparently, nobody even remotely anticipated likelihood of such disaster.

A local Pujari was interviewed. He is a Kannadiga. He belongs to 324 th generation of Pujaris. Sankaracharya's rule that in Kedarnath temple only people from Veera Saiva Lingayats ftom Karnataka should act as Pujaris. This rule is still followed.
The Pujari said, the flash floods of this magnitude are unprecedented.

Uttarakhand Chief Minister has conceded that there can not be true estimate of those killed in the calamity. Many had watery grave. That is why insurance companies are also relaxing rules on presumption of death. Our sympathy is with all those killed in the tragedy- especially the unknown.

What Vijay Bahuguna said is true. The loss caused by a calamity of this magnitude that happened in a tough terrain, cannot be estimated.

You are right, the area is in Shivalik range of Himalayas on the southern slopes known for its very weak soil more so because most of the trees have been cut and new construction is coming up in a very rapid way. landslides are common here.
