Law and order is state subject. The naxalite problem is mainly failure of BJP ruled states like Chhatisgarh. Similarly, rape is also a law and order problem for which state governments are morte answerable. BJP ruled states are no better. Probably, the P.M. chose not to speak on matters that are state subject.
