Alcohol relaxes our mind. We get less hesitant and lose inhibitions to a great extent. The confidence comes from losing hesitation. I have been a heavy drinker and experienced the affect. Personally, I believe in moderate drinks with non veg snacks and food. Drinking quickly on empty stomach is harmful. There should be some chemical properties in alcohol that affect our brain.

I have seen drunkard people have intermittent pronunciation problem as they cannot talk fluently.

A person speaks English only when he feels confident and on Top of the world.Alcohol caters this need of such boosted feeling.

The habitual drunkards will not speak the truth even after drinking. They may not be duped easily. But a casual drinker may be speak the truth under influence of drink.

Afer people drink they will not be conscious of what they are speking.that's why they speak other languages like english

Yes,After they drunk they don't remember what they uttered.That's why we cannot believe their talks. :) :)
