I think it should be allowed strictly when there is a new context.It is true in most cases one comment seems to be just sufficient.
I personally feel that the author of the comment should think twice before he post new one. We should not restrict anyone to post a single comment as there are cases where we need multiple comments on the same poll (may be quoting to others comments).

And regarding malpractices, it is there everywhere. Only we can control it by gently alerting such user not to do that in interest of everyone reading the comments.
