Being polio free does not mean that there is not or there is not likely even a single case. This only means that Polio is no more alarming and cases if any would be exceptional and situation is well under control. This is like removing a patient from ICU to normal ward.

Being polio free does not mean that there is not or there is not likely even a single case. This only means that Polio is no more alarming and cases if any would be exceptional and situation is well under control. This is like removing a patient from ICU to normal ward.
So , can't we say it's 100% polio-free? :(

Nobody can any time vouch for 100%. Polio free means that there is no 'epidemic'. Once, Malaria was a matter of grave concern. As a child, i remember that there was big campaign. Later Malaria was controlled and campaign ended. But even then there could be some cases of malaria.
