I mean just i want to know the reason why some decrease the others karma and why they increase karma

I think when somebody clicks the thanku button . Karma is increased of that person by +1.This is what i think but not sure.

Now a days am making others negative karma into positive one. I feel if we have karma , we psychologically feel encouragement and we work well

I agree totally!
Personally I don't give much importance to karma, rather I concentrate on delivering quality work to the site as per my ability. Now I am at somewhat 17 karma but it won't have effected me or my work if I would have been at 0 karma...!

Frankly I used to be very emotional about it initially but a recent happening opened my eyes to the whole issue.Now I am okay with it!
