For simple reasons, private sector does it for a fee and does it as expected and money it gets in return. The government sector does not do unless paid under the table and that too not as required (beside their set salaries and perks). Even a government sweeper demands extra money for cleaning in front of houses. And all this while they have job security and pension facilities after retirement, which no private worker gets despite doing far more than government workers. Government takes responsibility to carry out work satisfactorily, so the unfulfilled expectations make them target of criticism.

Now the private sector and bodies like NGOs, private institutions have a greater role than before. But still the habit of blaming government only prevails.

Probably the time is round the corner when public will offer something else in place of bribes or teach black marketers a lesson. Now it is up to public when do they plan to wake up and make things straight.
