No it was not what I wanted to convey, my point was if a private worker is not blamed it is for his job well done as much as he was expected to do but it is not so in case of government employees and government itself so it is natural that they have to take the criticism.

They bribe for undue favors and getting things done earlier than would be in due course. Really this is a matter of clash of interests between rich and poor. It is rich who are benefited as they are ready to bribe. The poor suffer. This bribery and corruption discriminates in favor of rich and against the poor. Unless this aspect is considered and those really suffering from corruption get organized and fight, corruption cannot be fought. The rich who gain will never fight against corruption irrespective of what they say.

How do you define 'public' . An income tax officer accepting bribe is also 'member of public' when he bribes others. There is no separate category of 'public'. Most of our people are corrupt and they indulge in corruption wherever they are. Those who cannot wait for the day when they will get such opportunity.
