Are you sure it is not available ata premium. Alcohol is banned in Gujarat but available at a premium.
Find out for your self. Unless I'm sure of what say. i won't go anywhere near the topic.
We should not forget that India believes in unity in diversity so ban on cow slaughter will be of too much of interference.

It cannot be left to the states as it is part of the Directive principles of the Constitution. It has to be brought in by an act of parliament as per constitution. All this while the Congress government was playing a double game. Ambedkar was clear on Cow slaughter, thats why he put it in constitution.
Banning Cow slaughter is the immediate necessity in India. It promotes rural economy. A cow's dung is a natural and economic manure. It turns the soil which helps in renewing the soil. These are just some of the many uses of Cow. Ban on cow slaughter is a must.
Cow is a sacred animal of Hindus. In north India, people are totally against killing and eating cows. But in south Indian states especially in Kerala, most of the people even Hindus also like to eat beef. They like to eat beef than all other kinds of meats. Is it necessary to ban beef if people like to eat it? Christian and Muslim religions allow their people to eat this meat.
Irrespective of the places where people eat beef, In view of the importance of cow as a domestic animal is peerless. with respect to its importance given in Sacred Books like Ramayana and Maha Bharata and Vedas, it is important to ban the Cow slaughter.

It is also important to uphold the constitution, which has made it part of the directive principles( article 48)
