It is shocking to know that Rs.2 crore is defrauded.The fake bill submision is found in almost all states of the country. :( :(

Fake medical bills as well as Fake Traveling/ LTC bills are not uncommon. There is a nexus between doctors, chemists and medical agents, mostly govt. employees themselves and the medical claim section. Similar nexus works also for fake leave travel claims. Govt. also takes action from time to time to detect and take action. There is lack of honesty and corruption is very common. So, this is not surprising.

Any idea why should an amount be alloted in the pay package as medical claim? :) :)

This is a very common practice and as Gulshan says it's racket being carried on with knowledge of all concerned!

There have been proposals for monthly allowances. The Central govt. pensioners are now getting Rs. 300/-P.M. at places where C.G.H.S. facility is not available.
The government find the medical reimbursement scheme better as in spite of corruption, government expense is lesser. All employees do not submit fake medical claims and so the overall burden on state is less. If allowance is given, this will be given even to those who do not claim any medical reimbursement.
