The problem is that army plays more dominant role in Pakistan. ISI (inter service intelligence) is more powerful and under army control. The civil politicians are not as powerful as Indian counterparts.

Yes sir. Army of Pakistan is more powerful. But as the things are happening, some hope for a friendly relations are appearing. Who can say what's in store for the two countries ? Hoping for the best , and keeping fingers crossed is the only thing we can do at this juncture.
This is the first time the two Prime Ministers have spoken after Modi's surprise visit to Lahore on December 25. Through his phone call to Narendra Modi, Pakistan Prime Minister Nawas Sherif assured that their government should take swift action against the Panthankot attackers. Both the Prime Ministers agreed that sincere and cooperative relationship between the two countries would be the most appropriate response to the immoral designs of the terrorists.
I would say, Sharif's gesture of calling Modi, opened gates for hoping cordial relations between the two countries. Irrespective of the outcome, I can say that it is a good start.
Knowledgeable persons in intelligence are aware that there can never be peace between Inddia and Pakistan. the reason is the Pak army desire for revenge for bangladesh. Why? becuase the Mukti bahni was no force in Bangladesh and it was Indian aarmy in guise of Mukit bahni that operated in East pakistan.
There is more to it, but the politics of revenge will prevail.

Thanks rambabu, but this peace will remain elusive when you see that Pak amy is thirsting for revenge for creation of Bangladesh.

You are right, but at present Pakistan's public also wants action against terrorist and also in favor of cordial relation with India. If public and government shake hand every thing is possible.

Terrorist activities anywhere will disturb the Social conditions. Which is why People of Pakistan are now showing their interest to have a normal and peaceful conditions. But sadly the Government of Pakistan is nothing short of Dictatorship
The Pakistan army has major role even in international diplomatic matters. So, if we successful negotiation, our army officers should also have discussion with their Pakistani counterparts.

Yes sir, COA s of both the Countries should meet. In this connection, Speaking at the dinner hosted by Pakistan's High Commissioner Syed Ibne Abbas on Wednesday said, Pakistan wanted good neighborly relations with India. It is such positive happenings people of India are hopeful about good relations. Now it's to be seen how far this takes a shape.
