If Blackberry does not meet security concerns of India, there is no option other than to ban.

http://www.techit.in/rim-threatened-again-by-indian-government-warns-banning-blackberry-service/
can you open it now??
The Ministry of Home Affairs threatened RIM that it has to close down BlackBerry shops, galleries across India, till they do not provide their communication data like e-mails and text messages, in a readable format. According to the earlier leaked note, DoT warned these companies to provide the data in 15 days. No news had come out after 15 days. However this sudden report or rumor have recalled the same.
The Intelligence Bureau (IB) stated that Blackberry can be used for terrorist activities, and thus the decrypted communication data, is needed.
The Indian Internal Security Chief said that they are not planning to ban the Blackberry service “yet.”
