I think marriage as a social institution is being challenged in the upper echelon of our society and losing its sanctity but to a common Indian still it holds good.
I think marriages does not have much things to do with the government. The only involvement i can think of is the marriage certificate which they give if the couples apply for it. Still many marriages takes place without registration.
So i don't think the scenario mentioned in the question will happen.
I think if this think happen then parent no need to take care for marriage for his daughter or son.
Things will change. Public will be open minded. Situation may be different.

Also, marriage offers the kind of protection to women that no other thing can provide. Not only that, it is essential for the emotional security and well-being of the children, though times are changing and this concept is being defied by many, it still holds a sway over the Indian society in general. Hence your question is of not much relevance.

Government cannot stop marriage system. The govt. has to work in the frame work of constitution.
Better put the question like- what will happen if marriage system ends?
Whether formal marriage takes place or not, couple will live together and have children. If two persons of different gender decide to live together as a couple, this is essentially marriage. Even the couple living together without formal wedding ceremony expect us to recognize them as husband and wife. As long as couples continue to live as man and wife, the institution of marriage exists.
