Yes, Pandit Jawaharlal Nehru is arguably the best Prime Minister of independent India. He would probably have missed his mentor, Gandhiji's advice during his tenure as PM but nevertheless he did lay a foundation for our progress, guided us well out of the wars that hit India and made India proud on the World map.

I believe we can count Nehru out of this race. The question should have been who is the best prime minister after Pandit Nehru. Few names come to our minds...

Atal Bihari Vajpayee?
PV Narashimha Rao?
Indira Gandhi?
Rajiv Gandhi?

If we exclude Pt Jawahr Lal Nehru, the architect of modern India, the next best Prime Minister is Lal Bahadur Shastri, who gave the slogan- jai Jaan Jai Kissan. Our independence and self sufficiency depend on building of military power and food sufficiency. Lal Bahadur Shastri was a visionary and true son of India.

As per my point of view I think Lal Bahadur Shastri was best prime minister of India. He was very honest and Love to country more.

It seems Pt.J.L.Nehru has caught the imagination of most of the members for good reasons cited by them.History would judge him for his successes and failures. Personally I would prefer to go with Santosh as I find Shastriji's short tenure which was cruelly cut short by fate to be the most eventful period of Indian history.
