Our government is trying to develop skill in India, but today most of the schools focus on academic subjects with little scope for creativity and few or no extra- curricular activities. There is strong focus on examination from an early age. Today's education system tends to emphasize rote learning and memorizing, rather than encouraging independent or creative thinking.

Our educational institutions are focusing on cramming information. Our education system miserably failed in showing the difference between gathering information and gathering knowledge.
We should focus on skill base education. Our education system is geared towards teaching and testing knowledge at every level as opposed to teaching skills. “Give a man a fish and you feed him one day, teach him how to catch fishes and you feed him for a lifetime.” I believe that if you teach a man a skill, you enable him for a lifetime. Knowledge is largely forgotten after the semester exam is over. Still, year after year Indian students focus on cramming information. The best crammers are rewarded by the system. This is one of the fundamental flaws of our education system.

In today's highly competitive world One's skill alone sells. Pradhan Mantri Vikas Yojana, PMKVY works towards this. Our educational institutions too design schemes so that students can face the competition.
Both these type of educational methods have some plus points and minus points. In gurukulam, the education was free for all children.. Students were not required to pay any fees for education. Children got education on the basis of their talent and not on the basis of wealth. There was a strong and healthy relationship between teachers and students. In gurukulam, the classes were held under the shelter of the tree. The attitude of today's children are totally different from ancient day's children. They are in the midst of technology. Technology is always with them to solve their problems. Sharp and intelligent teachers are always ready to clear their doubts.
Why should we blame the educational institutions? The onus is on the HRD dept as well as on the educational system prepared by various school boards and UGC. Basically, there is a frequent change in education pattern which is harming the students and on the other hand educational institutions are bound to follow the process as defined by the CBSE and others. Every now and then the authority is experimenting with the educational system and in this due process the students are confused, the efficiency of the teachers is also harmed and it's testing the patience of the parents and guardians too.

Who is responsible and who is not responsible is not the question,the question here. The question whether the education system is preparing the students in tune with the needs of the job market. If as you said HRD is responsible, then, it can follow the National Skill development Mission, initiated by the BJP Government at least from now.
HRD comes under Central government and the govt. is run by BJP so it is their internal matter how to streamline the education system so that the students get benefited. It is important to understand whom to blame because no school has the authority to go against the Boards' wish. In Delhi most of the private and govt. schools give a whole lot of stress on extra curricular activities. There are various inter school competitions and even zonals which are in the field of sports, extempore, debate and many more. Students are getting exposure. Even there are intra school competitions so it means the schools are trying their best to encourage their children in all the possible ways but academically they are bound to follow the prescribed procedure by the boards under which they are registered.

Seeing all the loop holes in the education system, the BJP government initiated Skill development Mission, where skills and an education that can make the students compete with the exacting education levels in par with any country are introduced.
