Can sound be produced without the clapping of both hands???

It's from a Malayalam proverb...meaning....a quarrel/problem can't be formed unless from both sides. i.e. If one remains silent, then no problem at all. What do you people think?
Frankly speaking, I don't believe so. Sometimes our silence makes our opponents more strong and create many problems against us. Sometimes we need to respond. Isn't it?

    If at one side,any person is silent and on the other side,another person is going on and on talking bad about the person who is silent,then at some moment his silence will break and the issue could go worse.
