By giving severe punishments when one is caught, moreover we need the students to come out boldly and tell what is happening.
I remember in my college on professor was suspended for passing a sly remark at my class mate...she really had to fight hard though but the system finally took some action.
May be it should be banned similar to ragging which is not allowed in colleges. However in streets also these things happen not only in college premises. Girls only should protect themselves.
