Who rules in Delhi- CM or Lt Governor

There is a sort of war in Delhi. Kejriwal C.M. has directed that no officer should directly accept any order from Lt. Governor. All orders from Lt Governor must be first produced before C.M. or concerned minister who alone is competent to take decision. The battle between C.M. and Governor is taking ugly turn.

Kejriwal appears to be on more solid ground.  He is responsible for running government. so it is natural that all officers and staff of Delhi get command from him and not directly from Lt. Governor, whose direct interference  is not something that could be appreciated.

The President acts only on advice of Union cabinet. It appears that ultimately the dispute between Lt Governor and C.M. will be settled through judicial process.  It is likely that the C.M.  is preparing ground for quitting the government by blaming center and Lt. Governor. It is also likely that Lt Governor is acting on behalf of center to create trouble for opposition run government.   

Delhites voted them with historic verdict and if they perform they would be happy but most of times, Indian media is filled with news that are of wrong reasons for this party namely AAP, they should perform otherwise democracy is a cruel thing, even oldest party of India suffered with 44 seats and still not able to understand what is the reason behind it.

No one is stepping down and not trying to resolve the dispute. Delhites voted for such government only to see street fights?

And amidst these personality clashes did any one of the members think about the poor commoners? Is it wise to fight like street fighters?

 

 

 

I think constitution is clear, only CM of Delhi failed to understand it or what, he is supposed to go with it after taking oath of office, as it is clear all appointments and transfer orders of Delhi govt. should be done by LG.
