I don't think it was an innocent mistake. It was a deliberate violation of election rules and hence the guilty has to be punished.

How 'guilty' will be punished. After the elections are over, Election commission wil lose control on staff and they will again be under C.M.- Modi. Modi had well calculated pros and cons. after all, all is fair in love, war and elections.
