The leaks exposed by Snowden clearly established the fact that there is a gap between precept and practice as far as the US is concerned. Why this snooping on the Indian embassy in Washington, if the relations between India and America are good.? Such relations are not necessary for India. Yes, Snowden should be granted a conditional asylum in India.

Giving asylum to others who seek is an existing practice in many countries. Power of Granting an asylum to any citizen of one country lies with the country offering the asylum. It depends on many factors. If the person is from a country with which the asylum giving country is having strained relations, the asylum seeker will get an asylum. Example is Dawood Ibrahim a criminal in India is a respectable citizen inPakistan. Snowden is a whistle blower, who exposed the black deeds of America including India. He might have exposed America, but, He helped India. He deserves an asylum.

Clearly India doesn't want to strain its relations with US otherwise we even have Dalai Lama living in India freely since so many years.
