The Goa chief Minister has commented that Police cannot beat any one. This goes without saying that it is unlawful to beat anyone even in custody. But the police are known even to adopt third degree method for crime detection. They even say that the cane given to them is for use and not decoration.

I agree with you completely, the Police wants to show their power in wrong place and where they need to show their power, they are not prompt otherwise the crime rate won't be so high.
if police couldnt beat then how the lockup deaths are taking place.

Slow and Steady Wins the Race.

If situation demands third degree related kind of beating then police should go with it but at the same time, should assure that other guy doesn't looses out on his life.
In certain situations policing does require use of force but employing third degree method to extract self-implicating statments should be condemned!

Nobody can be compelled to give statement incriminating himself. This is the legal position. Hence, the use of force to get evidence from an accused is unlawful. Use of third degree methods is obviously illegal. The courts do not accept witness of police authorities and an accused can always disown what he stated in police custody.

Use of force by police is justified only to prevent crime like arson, killing and torture. Thus, lathi charge or even opening fire is lawfully resorted to disperse mob indulging in lawlessness.

Even by beating police cannot solve problem. Investigation has to be scientific and proper. By beating, even innocent will accept guilt. Moreover, the accused can refute the admission given before police in court. The court will not accept the confession made before police without other corroborating evidence.

There are established ways to prove somebody's guilt and adoption of such coercive and extra-constitutional methods should not be supported.
