The high court says that it’s the state’s discretion to opt for the forces either from other states or central forces. Let the state government exercise its discretion.

That is okay. But local body elections are a routine affairs. I wonder why this matter is before court.

When the matter is being heard by the Calcutta High Court, why apex court issues notice to the state government, I don't understand..

The issue with apex court could be somewhat different.
I have been following this issue for quite some time and I am more than convinced that both the State Government and the State Election Commissioner are suffering from a deep-rooted disease which is known as ego-centricity bordering on infantile disorder! I pity both!!!
