But only Congress, BJP, Bahujan Samaj Party, Communist Party of India and Communist Party of India (Marxist) have been asked to give information. Other parties like TMC of Mamata Banerjee, Samajvadi party of U.P., DMK etc have been left out. Many of tese are also ruling. CPI, CPI(M) and BSP have really no power but they are in the net.

As you said, Motilal Vora, treasurer AICC stated in a letter to CIC that AICC did not come under the purview of RTI act because it was not a public authority.. However CIC rejected the contentions made by the political parties.

Technically, Motilal Vora is correct. CPI Secretary Raja gave all information to commission stating that they had nothing to hide but added they technically they are not in RTI Act. Tie Information Commission has considered 'Election Commission' as appropriate government, which is ridiculous. Only central or state government can be appropriate government and not Election Commission, which is not a government at all. The political parties already give all their information to election Commission. apparently, Information Commission is manipulating things. It has become habit of statutory authorities to exceed their real authority and power. Earlier this was C & A.G.. Now this is Information Commission.

Let us understand the purpose of RTI. This was supposed to be for getting information on government departments that M.P. or M.L.A only could ask for. The organization outside government are not supposed to be in RTI jurisdiction. For example, corporate sector information is available with Registrar of companies. It will make no sense to bring companies under RTI. similarly political parties are not either wings of government or any way working under government. They give all necessary information to Election Commission of India. It will make no sense to take them within RTI jurisdiction.
