Anything which is transparent to public needs no attention.But looting the money from the public and dumping in their personal accounts is strictly condemned.
There can not be any question about wrongness of it and those who stash away their illegitimately-earned money in foreign banks are the worst enemies of the country and should be treated as such.But the question who is going to do that????
