The information for getting reward is not available to everyone. Only those who indulge in corruption or have some link in the rackets may have such information.
Unless you catch some one red handed, you cannot prove anything. There is only one way. Get information about current assets of any one. If these mismatch with his known sources of income, he must have indulged in corrupt practices. However, he may claim that he did nothing wrong except non disclosure of income. Thus he will be let off just paying a portion of ill got money towards income tax.
The offer for reward is simply a stunt.

I wish you be crorepati. Just pay the tax due and file return to Income tax department. This will be maximum Rs. 40 lakh including education cess. The remaining amount is your valid income. If you follow this, there is no scam.

This is ridiculous getting paid for helping corrupt politicians. Where this all is going to lead this country.
