It is said when something happens that puzzles you but you don't find any reason behind it.It is more of a consoling phrase than having any meaning in it.What is good in the bomb blast that took place in Mumbai killing several innocent people.
I agree ! it is a consoling phrase that gives one strength during difficult times and nothing else ....One can never say that about any of the tragic events that take place across the world ! :(
