In Indian parliament the time that is left over after question hour is called zero hour. It starts at 12 pm(noon) when members of parliament raise important matters before the parliament!!!
I think it is differently understood in different fields

Arise Awake and Rest Not till the Goal is Achieved.
Thanks ajay for explaining it so clearly.I too had this doubt and use to think that it is like a break for sometime.
Zero hour is the time in a legislative assembly when some important questions are asked.
