In Indian parliament the time that is left over after question hour is called zero hour. It starts at 12 pm(noon) when members of parliament raise important matters before the parliament!!!

I think it is differently understood in different fields
Arise Awake and Rest Not till the Goal is Achieved.

Zero hour is the time in a legislative assembly when some important questions are asked.
