Nothing is wrong with system. A system is run by people. So, something is wrong with people. Personality cult, Caste, religion, region based vote banks are the causes interfering with proper running of political system.

i think political parties promises before election and after winning they are unable to do what they said. actually like how we have studies to become a doctor, engineer etc to become a minister also studies should be there. by studies it self the person will know and be well trained to sit like a king
