Idioms are a group of words whose meaning is different from the meaning of individual words.
Eg:- Give up (meaning discard)

Phrases are group of words without verb

Eg:- The green leaf

An idiom is a group of words that does not literal meaning of word. For example, once in a blue moon- means sometimes. Idiomatic language beautifies literature piece. Phrase is using a group of words instead of one word. Phrase gives the same meaning as words used. For example- As ill luck would have it- is a phrase meaning unluckily.

An idiom is a phrase where the words together have a meaning that is different from the dictionary definitions of the individual words, which can make idioms hard for ESL students and learners to understand.

Example: "add insult to injury": To make a bad situation even worse.
Yes.. And a phrase is any part of a sentence without a subject. like "is a fish"..
Idioms and phrases is the peculiar way of representing something in a language.

It contains normal words of that language, but gives a special meaning, it may seldom contain new words

Only native users knows the right meaning of that and use if frequently in speech and writing.

If a person is able to use idioms and phrases of another language effectively, he should probably be very good in that language
