Replace your body tag with the below tag.

[quote]<body background="picture.jpg">[/quote]

Here Replace the picture.jpg with your file picture location.

If you're using MS Frontpage then goto Format->Background and then in teh formatting tab tick background picture and choose your picture and click ok.
