Delhi had a metropolitan council and the head of government was called Chief executive Councillor. Later Delhi got a legislative assembly or Vidhan Sabha and a Chief Minister later.  Delhi is still a union territory. But there is demand for full fledged state.

I live in NCR for years so most of the facts are known to me. I did not know about the 1st CM only.
