A whistleblower is a person who alerts about the irregularities in the society. But this whistleblower is different. In Vizag municipal corporation, there is a practice of blowing whistle by a man from the Health department, roaming in a ward, stopping at every home blows whistle to alert the inmates saying, " I have come to collect the garbage."
The inmates of the home, come with their bundles of garbage and dump in the garbage cans of the whistleblower's trolley.

Well, a lady is appointed in apartments in places where there are no garbage cans. Often we keep the garbage bag outside in a dust can or a this person comes asking for garbage everyday. In other apartments we had a garbage chute right in front of our apartment, each in one floor so that we could directly throw the garbage without anybody's intervention.
